The fork may run up a stack, I said, and then I left the stack standing there unexamined. Let me climb it now. A coupled system can act as a component in a larger coupled system; that much is ordinary. Whether cognition also nests at every such transition is the hypothesis. We are certainly built from lower-level processes and embedded in larger social ones. We do not yet know that each useful level is itself a cognizer. The picture becomes a research structure only when each proposed floor declares its boundary, observables, and performance test.

Look down first, into your own body, and count the candidate functional floors beneath you. Cells sense chemical conditions, retain states, and regulate themselves. Immune networks learn in a biological sense and retain altered response capacities. Above them, somewhere in organized neural and bodily activity, is the cognizer reading this. The word cognition should not be granted to every lower process merely because the verbs sound familiar; the four proposed conditions still need measures. Now look up. Families, crews, markets, and cultures can store information and produce decisions no member chose alone. They become candidate cognizers only if a declared group-level model predicts held-out behavior better than an aggregation of individual models and simpler network baselines. The neuron-to-mind relation motivates the question. It does not answer it for society.

So we sit in the middle of a tall stack — cells, bodies, minds, peoples, cultures — each floor a coupling of the floor beneath. What keeps the floors from melting into one another is the thing I want to get exactly right, because the easy answer is wrong and it has misled better books than this one. The easy answer is walls — that each floor is sealed off from the others, boxed, private. But there are no walls in a flow, and a stack of sealed boxes could not do the one thing this stack plainly does, which is act on itself up and down its own height. What actually holds the floors distinct is not a seal. It is scattering.

The proposed distinction between floors is scale-bound organization. A coordination measure can be strong within one selected boundary and weak or meaningless at another. Phase order in oscillators, mutual information in a network, and coordinated task performance are different channels; none may be carried from cells to persons or persons to cultures without a scale map. Distinctness can therefore be a gradient rather than a wall, but the gradient has to be measured. “Scattering across scale” is the name of that hypothesis, not yet its proof.

And here is the second half, now stated as a heuristic rather than a law. A component often lacks the variables needed to represent the larger organization it helps realize, while larger-scale states can constrain the component through ordinary causal pathways. Your intention changes neural and muscular activity; language and institutions shape the choices available to you. But influence also runs upward, and parts can sometimes model features of their wholes. Open downward, partly blind upward is therefore a useful warning about limited vantage, not a universal one-way mechanics.

This is not the old idea that mind is everywhere, evenly, a smear soaking through all matter. What may nest is functional cognition — measurable sensing, retention, modeling, and response at selected boundaries. It is a candidate achievement, not a substance spread through every floor. And the firewall remains exact: no group-level performance score, cellular control loop, or machine output establishes experience. If any floor has an inside, that inside would be its own; no result here pools separate experiences into one universal awareness. I am proposing nested functional currents, not a flood of feeling.

Spend the idea now on the larger coupling we actually inhabit. A people stores records, transmits memory, and acts through institutions across members none of whom holds the whole. Whether that makes the people one cognizer is an empirical and definitional question, not a fact supplied by scale alone. The anchoring lens still applies: systems that preserve independent evidence, dissent, and correction are less vulnerable to self-confirming error than systems that punish them. A nation is driven by a hundred things this pattern does not touch. Hold the fork as a diagnostic lens, not a total theory of peoples.

One thing has to be exact here, because it is where the picture is most tempting to ruin. The coupling between people is real, but its media are ordinary and plural: language, images, institutions, incentives, transport, records, and shared attention. People do not literally phase-lock through words in the same variable by which oscillators synchronize. And there is no need or evidence for a field running brain to brain through the air. Keep the network in its observable media, declare the channel being measured, and it holds.

So consider what the stack means for the one who lives in it. You are a cognizer built from lower processes and embedded in communities, languages, and institutions that shape you. Some of those larger systems may satisfy a useful functional criterion for cognition; none earns the name merely by being large or influential. We may miss higher-scale organization because our vantage is partial, but that possibility cannot make the claim immune to testing. The right question is whether a group-level state adds reproducible, held-out predictive power beyond its members and network. The stack suggests where to look. It guarantees nothing.

We have the stack now — nested, scattered, ruled from above and blind above. But I have been speaking of the floors as if they were all the same kind of thing, plain cognition at larger and larger sizes. They are not. As you climb, the cognition changes character: the basins that were grooves in behavior become grooves in meaning, shared symbols deep enough that creatures who never met fall into the same one. There is a floor of the stack where mind runs on myth, older and wider than language, and it is where this book finally gets its blood. That is the next chapter.
